What is Spiti Mou 3?

Spiti Mou 3 is the proposed successor to the highly popular Spiti Mou and Spiti Mou 2 home loan programs. They are designed to help eligible people purchase their first and primary residence in Greece by providing access to significantly cheaper mortgage financing than may otherwise be available through a standard home loan.

Current plans reportedly contemplate approximately €500 million in funding and around 16,000 potential beneficiaries, although the final size and structure of the program have not yet been officially confirmed.

How could Spiti Mou 3 home loans work?

One of the biggest potential changes relates to how discounted home loan interest rates are provided.

Under Spiti Mou 2, part of an eligible borrower's home loan was funded interest-free through Greece's Recovery and Resilience Facility, significantly reducing the overall cost of borrowing.

For Spiti Mou 3, the Greek Government is reportedly considering a different model. Participating Greek banks could potentially receive tax incentives in exchange for providing eligible borrowers with mortgages at reduced interest rates.

If implemented, this could help create a more permanent framework for affordable first-home financing rather than relying exclusively on a limited pool of European funding.

The final financing structure, interest rates and participating banks have not yet been officially announced.

Who will be eligible for Spiti Mou 3?

The complete eligibility criteria for Spiti Mou 3 have not yet been released. Based on the existing Spiti Mou framework and information currently available, the program is expected to remain focused on people purchasing their first and primary residence in Greece.

Eligibility is expected to consider factors including:

  • Greek tax residency and residence in Greece,
  • the applicant's age,
  • household and family income,
  • whether the applicant already owns suitable residential property,
  • the property being purchased, and
  • the applicant's ability to qualify for finance with a participating Greek bank.

There are also indications that some of the criteria may be broadened compared with Spiti Mou 2, particularly in relation to income limits and eligible properties. Final requirements will need to be confirmed once the Government publishes the official Spiti Mou 3 framework.

Do I need to live in Greece to qualify for Spiti Mou 3?

This is particularly important for Greeks living abroad. Spiti Mou is intended to assist people purchasing their first and primary residence in Greece.

Based on the existing Spiti Mou framework, applicants should expect to need to be living in Greece and treated as Greek tax residents, rather than applying as foreign tax residents purchasing a holiday home, investment property or property for future use.

Being a Greek citizen does not automatically make someone eligible — Greek citizenship and Greek tax residency are two different concepts. For example, a Greek citizen who permanently lives and works in Australia and remains an Australian tax resident should not assume they can access Spiti Mou 3 simply because they hold Greek citizenship.

Similarly, Greeks living in the United States, Canada, the United Kingdom or elsewhere may instead need to consider the standard Greek home loan options available to overseas residents. If you are currently living abroad but planning to permanently relocate to Greece, your circumstances may be different and should be assessed against the final criteria once they are released.

Important: The final residency and tax residency requirements for Spiti Mou 3 have not yet been officially published.

What are the expected income limits for Spiti Mou 3?

The final minimum and maximum income thresholds have not yet been announced. However, changes to the income criteria are reportedly being considered.

One of the challenges with previous programs was that some households could earn too much to qualify for Spiti Mou while still finding it difficult to purchase a property using a conventional mortgage.

Spiti Mou 3 may therefore introduce more flexible income thresholds to allow a broader group of low- and middle-income households to participate. Until the official criteria are released, prospective applicants should be cautious about relying on reported income limits.

Could newer properties qualify for Spiti Mou 3?

This could be one of the most significant changes to the program. Under Spiti Mou 2, eligible properties were generally required to:

  • have a purchase price of no more than €250,000,
  • have a maximum area of 150 square metres, and
  • have been constructed by 2007.

These requirements significantly restricted the number of properties available to eligible buyers, particularly in areas where housing demand was already high. The age restriction was particularly important because it excluded many newer apartments and houses from the program.

For Spiti Mou 3, changes to the eligible-property criteria are reportedly being considered, potentially allowing buyers to purchase newer properties. If implemented, this could significantly increase the number of properties available to eligible applicants. The final property value, size and construction-date requirements have not yet been announced.

Why is Spiti Mou 3 being introduced?

Housing affordability remains a significant issue in Greece, particularly for younger households attempting to purchase their first home. Spiti Mou 2 demonstrated that there is substantial demand for affordable first-home financing.

However, the program also highlighted another challenge: obtaining financing is only part of the property purchase process. Eligible buyers were often competing for a limited number of properties that satisfied the program's requirements, and strict restrictions on property age, size and value further reduced the pool of eligible homes, particularly in areas with strong demand.

Spiti Mou 3 is expected to attempt to address some of these limitations while continuing to make first-home financing more affordable.

What happened with Spiti Mou 2?

Spiti Mou 2 attracted significant interest from prospective first-home buyers across Greece. By September 2026, more than 14,000 mortgage contracts had been completed through the program, demonstrating the substantial demand for affordable home financing.

An important lesson for Spiti Mou 3 applicants: Being eligible for the Government program does not automatically mean that a bank will approve your home loan.

Spiti Mou eligibility vs bank approval

There are effectively two different assessments involved.

1. Program eligibility — you must satisfy the eligibility requirements established by the Greek Government for Spiti Mou 3. These are expected to include requirements relating to residency, tax residency, age, household income, existing property ownership, and the property you intend to purchase.

2. Bank lending eligibility — the participating bank must separately determine whether it is prepared to lend you the money. The bank will generally assess matters such as:

  • your employment,
  • your income,
  • existing loans and financial commitments,
  • your credit history,
  • available savings and deposit,
  • age and proposed loan term,
  • repayment affordability, and
  • the property being purchased.

It is therefore possible to satisfy the Government's Spiti Mou eligibility criteria but still not qualify for the mortgage amount you need. Understanding your potential borrowing capacity before searching for a property can help you establish a realistic purchase budget.

How much deposit will I need?

The deposit requirements for Spiti Mou 3 have not yet been officially announced. Your required contribution will ultimately depend on the final financing rules, the purchase price of the property, the bank's valuation and the amount the bank is prepared to lend.

Buyers should also remember that purchasing property in Greece involves costs in addition to the purchase price. Depending on the transaction, these may include legal fees, notary fees, property registration costs, taxes, technical inspections and other professional expenses. These should be considered when calculating how much cash you need before purchasing.

When will Spiti Mou 3 start?

An official commencement date has not yet been announced. Further announcements regarding Greece's housing policy are expected during the Thessaloniki International Fair (ΔΕΘ) in September 2026.

Until the Government publishes the final program framework, details regarding borrower eligibility, income thresholds, maximum loan amounts, participating banks, interest rates and eligible properties should be treated as provisional.
